The Refectory Restaurant at Victoria Park opened in 1904. It was a Swiss chalet-style building, constructed from boulder stone hewn from the bed of the Niagara River. Not long after, the Niagara Parks Administration established offices there, in what is known as the Commissioners' Quarters. Later, the Refectory became known as the Victoria Park Restaurant. Legend has it that there were (and still are) ghostly sightings at the Commissioners' Quarters – a man dressed in a tuxedo, and a well-dressed woman in late nineteenth-century formalwear.
Today, the restaurant is known as Queen Victoria Place Restaurant. The original chalet structure is still visible behind the modern superstructure of the current establishment.
